Experimental results illustrating maximum density modification near the peak of the ionospheric density profile using the HIPAS facility are presented. The amplitude and the frequency spectra of the reflected pump waves are studied. The heating effects were observed to be maximized when the pump frequency matches the peak plasma frequency of the ionosphere at where the density gradient is small. Further, the effects were observed to be enhanced after the ionosphere was pre-conditioned by high power radio frequency transmission. In particular, stimulated electromagnetic emissions (SEE) were observed to be excited with power of 26 dB less than the normal required in an unperturbed ionosphere.
