The Thirty-Sixth Annual Meeting of the Division of Plasma Physics of The
American Physical Society will be held in Minneapolis, Minnesota on Monday
through Friday, 7-11 November 1994. See the downtown Minneapolis map on
page 1512 of the printed issue. All technical sessions will be held in the

PROGRAM ORGANIZATION
A program of three regular review papers and 57 invited papers (chosen from
255 nominations) was selected by the program committee. In addition, two
American Physical Society Prize review papers will be presented, one by
this year's James Clerk Maxwell Prize winner, Roy W. Gould, California
Institute of Technology, and one by this year's Aneesur Rahman Prize
winner, John M. Dawson, University of California, Los Angeles. The total
number of contributed papers is 1,385--slightly more than submitted last
year.
These papers were arranged into the program described in this Bulletin by
the program committee consisting of R. Bangerter, D. Batchelor, H. Berk, A.
Boozer, W. Destler, R.P. Drake, D. Ernie, W. Gekelman, R. Goldston, Y.
Kato, E. Marmar, S. Prager, R. Sagdeev, B. Shrauner, T. Simonen, R. Stern,
R. Sudan, M.A. Sweeney, C. Verdon, F. Wagner, D. Winske, F. Young, and B.
Ripin, chair. The assistance of Saralyn Stewart of The University of Texas
and her staff, in accepting the papers and composing the final program, is
gratefully acknowledged. We thank the Institute for Fusion Studies at The
University of Texas at Austin for hosting the meeting of the program
committee and E. Tracy and P. Efthimion for their assistance.
INVITED AND REVIEW PRESENTATIONS
This year's program committee has selected invited and review presentations
that emphasize the progress in plasma science applications and basic plasma
research. Evening sessions were chosen to explore opportunities for new
research and applications, and to highlight major advances.
Review papers, each 50 minutes long, followed by 10 minutes for questions
and answers, will be presented at 8:15 on Monday, Tuesday, and Friday in
the Nicollet Ballroom, main level, Hyatt Regency Hotel.
* On Monday, K.M. McGuire, Princeton Plasma Physics Laboratory, will
present "Review of Deuterium-Tritium Experiments on TFTR."
* On Tuesday, J.D. Lindl, Lawrence Livermore National Laboratory, will
present "Review of Indirect Drive ICF."
* On Friday, F.F. Chen, University of California, Los Angeles, will
present "Industrial Applications of Low-Temperature Plasma Physics."
The 1994 Aneesur Rahman Prize address will be given by J.M. Dawson in a
plenary session Wednesday morning at 8:15. The title of his talk is
"Modeling of Plasmas on Computers: Past, Present, and Future." The 1994
James Clerk Maxwell Prize address will be given by R.W. Gould in a plenary
session Thursday morning at 8:15. The title of his talk is "Dynamics of
Nonneutral Plasmas." Both Prize presentations will be given in the Nicollet
Ballroom, main level, Hyatt Regency Hotel.
Invited paper sessions, with each paper 25 minutes long plus 5 minutes of
discussion, will be held each morning and afternoon in the Nicollet
Ballroom, main level, Hyatt Regency Hotel. Poster versions of invited and
review papers given Monday through Thursday may be seen in Poster Session
IP in the Hyatt Center, main level, Hyatt Regency Hotel in the following
half-day session. For example, the Monday morning review and invited talks
will be given in the 2IP Monday afternoon poster session. This option will
not be available for invited papers and the review paper scheduled for
Friday morning.
INVITED AND REVIEW PAPER PUBLICATION IN "PHYSICS OF PLASMAS"
Arrangements have been made to publish the review and invited papers in the
sixth annual "Special Issue of Physics of Plasmas." This year's guest
editor is B. Ripin, the program committee chair. Invited speakers who have
prepared a manuscript of their paper for the special issue must bring the
completed manuscript to the meeting. A "Physics of Plasmas" journal
representative, Dianne Nunes, will accept manuscripts at a table near the
DPP Registration Desk, Nicollet Promenade, main level, Hyatt Regency Hotel.

CONTRIBUTED PAPERS
Oral sessions of contributed papers will be held in Greenway Ballroom B-E
and Greenway Ballroom F-I, second level, Hyatt Regency Hotel. Each will be
10 minutes long, plus 2 minutes for discussion. There will be a total of 41
poster sessions of contributed papers to be held in the Hyatt Center, main
level, Hyatt Regency Hotel.
A 4 x 8 foot board and push pins will be provided for the poster
presentations. It is recommended that each poster include a title and list
of authors in large letters and a large-type copy of your abstract for
casual observers, leaving more time to discuss the details with those
particularly interested in your work. Please pay particular attention to
the production of effective visuals. Poster presentations should be
arranged so that a number of people may view them at one time. Handouts of
printed material and a sign-up sheet for reprints are often helpful. If you
leave your station, indicate when you will return. Please clear the poster
board promptly at the end of the session.
The contributed abstracts have been arranged according to the APS rules,
which stipulate that the first author is expected to give the paper and
that an author can be listed as first author only once. Other abstracts by
the same first author have been assigned to the Supplementary Program, to
be given in Poster Session 9U on Friday morning, 11 November 1994 in the
Hyatt Center, main level, Hyatt Regency Hotel. Chairs for contributed oral
sessions are expected to enforce the Society's rule that a member
attempting to deliver a second oral paper in the same session will have
that paper placed at the end of the session, to be given if time permits.
Several requests for contributed oral presentations have been placed in
poster presentations due to a lack of a sufficient number of other topic
related abstracts to form an oral session.
Since the November issue of the "Bulletin of The American Physical Society"
is the only program available to participants, the abstract deadline was
set as late as possible consistent with the time needed for printing and
distribution. Abstracts not adhering strictly to The American Physical
Society rules and regulations for the Submission of Abstracts printed in
most issues of the "APS Meeting News" could not be accepted or had to be
reproduced with some loss in clarity. Postdeadline abstracts may be given
as posters in Session 9V. Abstracts prepared after Friday, 23 September
1994, must be brought to the Annual Meeting by the contributor and will be
announced by posting a copy of the abstract on a designated bulletin board.

EVENING SYMPOSIA
Three special evening programs will take place on Monday, Tuesday, and
Thursday, from 20:00 to 22:00 in the Nicollet Ballroom, main level, Hyatt
Regency Hotel.
The first evening program, on Monday, 7 November 1994 at 20:00, is a
symposium on "Opportunities in Plasma Science." The session format will
include views from the National Science Foundation, the U.S. Department of
Energy, and other organizations with an interest in future directions in
plasma science. This session will include a discussion period following the
presentations. Details of this session will be available at the meeting.
This session was organized by R. Sudan, Cornell University and B. Ripin,
Naval Research Laboratory.
The second evening program, on Tuesday, 8 November 1994 at 20:00, is a
symposium on "U.S. Indirect Drive ICF Program (now PG-13)." The session
format will consist of four presentations (S.W. Haan, Lawrence Livermore
National Laboratory; A.A. Hauer, Los Alamos National Laboratory; M.D.
Cable, Lawrence Livermore National Laboratory; and M.K. Matzen, Sandia
National Laboratories) describing aspects of this recently declassified
material. This session was organized by R. Bangerter, Lawrence Berkeley
Laboratory and will be chaired by R. McCrory, University of Rochester.
The third evening program, on Thursday, 10 November 1994 at 20:00, is a
symposium on "The Next Large Devices in the Magnetic Fusion Program." The
session format will consist of three presentations (R. Aymar, ITER
Director; R. Davidson, Princeton Plasma Physics Laboratory Director; and
A. Iiyoshi, National Institute for Fusion Science Director-General)
followed by a discussion period. This session was organized by R. Goldston,
Princeton Plasma Physics Laboratory, and S. Prager, University of
Wisconsin, and will be chaired by P. Rutherford, Princeton Plasma Physics
Laboratory.
BANQUET
The official banquet of the Division of Plasma Physics will be held at
19:30 on Wednesday evening, 9 November 1994, in the Nicollet Ballroom A-C,
main level, Hyatt Regency Hotel. A no-host cocktail hour preceding the
banquet at 18:30 will be held in the Nicollet Promenade and Nicollet
Ballroom D, main level. The after-dinner guest speaker will be C. Kumar N.
Patel, President-Elect of The American Physical Society and Vice Chancellor
of Research and Professor of Physics at University of California, Los
Angeles. The title of his talk is "Reinventing the Research University."
A subsidized banquet ticket can be purchased for $25 at the registration
desk until 10:00 Wednesday, 9 November 1994. Ticket availability is on a
space-available basis and ticket sales are nonrefundable. Tickets must be
presented for admission at the door to the banquet room. The banquet
program will include presentation of the James Clerk Maxwell Prize, the
Aneesur Rahman Prize, the Award for Excellence in Plasma Physics Research,
the Simon Ramo Award, the Nicholson Award Medal for Humanitarian Service,
and the recognition of new APS Fellows.
The American Physical Society James Clerk Maxwell Prize for Plasma Physics
will be presented to R.W. Gould of the California Institute of Technology.
His citation reads "For outstanding contributions to the knowledge of
plasma physics, pioneering research in beam-plasma interactions, plasma
waves, cyclotron and plasma wave echoes, resonance cones, and for the
dissemination of knowledge about plasmas through more than thirty years of
teaching."
The American Physical Society Aneesur Rahman Prize will be presented to
J.M. Dawson of the University of California, Los Angeles. His citation
reads "In recognition of his leading role in opening the field of
computer simulation of plasmas and for numerous major contributions made
using plasma simulation as a complement to analytic theory and experiment.
He has lead in opening the field of plasma-based accelerators and made
major advances in understanding basic nonlinear plasma wave processes,
anomalous absorption and transport, advanced plasma-based coherent light
sources and space plasma phenomena."
The Award for Excellence in Plasma Physics Research will be presented to
L.L. Lao, R.D. Stambaugh, E.J. Strait and T.S. Taylor of General Atomics
"For the experimental validation of theoretically predicted beta stability
limits, and for the demonstration of extremely high beta operation of a
tokamak."
The American Physical Society Simon Ramo Award for outstanding scientific
quality and achievement in original doctoral thesis research in plasma
physics will be presented to C.B. Forest of Princeton University. The
citation reads: "For the invention of a method to create and sustain
tokamak configuration by the innovative use of electron cyclotron heating
alone."
The first American Physics Society Nicholson Award Medal for Humanitarian
Service will be presented to A.M. Sessler, Lawrence Berkeley Laboratory
"For his courageous leadership in the successful campaign on behalf of
human rights for scientists in the Soviet Union as co-founder of the
international organization `Scientists for Sakharov, Orlov and Sharansky'
(SOS); for his leadership, during a critical period, of The American
Physical Society Committee for the International Freedom of Scientists;
and for his patient, thoughtful and motivational interaction with students
and younger colleagues, and his many acts of personal generosity toward his
fellow workers."
REGISTRATION
The meeting registration desk will be located in the Nicollet Promenade,
main level, Hyatt Regency Hotel. Registration hours are as follows: Sunday,
6 November 1994, from 15:00 to 20:00, Monday from 7:30 to 17:00, Tuesday
from 7:30 to 17:00, Wednesday from 7:30 to 15:00, Thursday from 7:30 to
15:00, and Friday from 7:30 to 10:00. The on-site registration fee is $150
for a Society member, $225 for a nonmember, and $30 for a student or an
unemployed or retired Society member. Telephone messages will be received
by the Division of Plasma Physics Registration Desk (612) 370-5160 and may
be retrieved at a message board in the registration area. Satellite meeting
and room location information will be available on a bulletin board near
the registration desk. Coffee stations will be inside Greenway Ballroom A
and J, second level, and inside the Hyatt Center, main level, Monday
through Thursday at 9:15 and 15:15, and Friday at 9:15. Smoking is not
permitted in the meeting areas of the Hyatt Regency Hotel.
HOUSING AND TRAVEL
The conference rates at the hotels are discounted from the regular room
rates. Use of the designated hotels and airlines will benefit the Division
of Plasma Physics.
The Minneapolis/St. Paul International Airport is located approximately 10
miles from downtown Minneapolis (approximately 15 minutes of travel time).
Special discounted airfares are available on United Airlines and Northwest
Airlines; see details on page 1510 of the printed issue. Travel between the
Minneapolis/St. Paul Airport and the downtown area is very convenient with
shuttle service, taxis, or limousine service running 24 hours a day. Taxi
service to the downtown area is approximately $18 per cab, and each taxi
will carry up to five passengers. The limousine service, Airport Express
(612) 827-7777, departs from the baggage claim level, near carousel 8,
every 20 minutes from 5:00 a.m. until 11:30 p.m. The round-trip cost is
$15.50 and the one-way cost is $10. You may purchase tickets from the
drivers. Parking for cars is available in the downtown area and at the
hotels for a fee.
SATELLITE MEETING ROOM RESERVATIONS
Additional room space is available for satellite meetings, and arrangements
can be made to provide such meetings with or without food service. To
ensure meeting space, reservations should be made by contacting Tammany
Young at the Registration Desk.
AUDIOVISUAL EQUIPMENT
New high-visibility digital viewgraph projection equipment will be used for
the first time in the Review and Invited Paper sessions and the evening
Symposia. Speakers should prepare their visuals in horizontal (landscape)
format for best results. Standard audiovisual equipment in contributed oral
sessions includes overhead and 35mm projectors, laser pointers and
microphones. Requests for equipment other than these items or for any
audiovisual equipment for poster presentations or satellite meetings, if
not requested on the abstract form, should be made to Michael Scanlan at
the Registration Desk. Requests will be honored on an equipment
availability basis. For on-site requests please use the Audiovisual Order
Form on page 1511 of the printed issue and note on the form that there will
be a fee for the rental of this nonstandard equipment (excluding invited
and review presentations.) This fee must be paid before the start of the
requester's session.
APS AND DIVISIONAL MEMBERSHIP

AMERICAN INSTITUTE OF PHYSICS PLACEMENT CENTER
The American Institute of Physics (AIP) will conduct a Job Placement Center
inside the Hyatt Center, main level, Hyatt Regency Hotel. The Center will
be open from 9:00 to 17:00, Monday through Wednesday, 7-9 November 1994.
The Center's aim is to facilitate the process of finding employment for job
seekers. The Center provides information to prospective employers and
physicists seeking employment who are registered with the Placement Center.
Universities, colleges, high schools, research and government institutions,
and industrial concerns will be invited to participate in the placement
service.
In order to utilize the Job Placement Center, the standard, one-page resume
form must be completed (Placement Service form). The form requests a
detailed history of your previous employment, your thesis and research
area, and any physics publications you have authored. This form must be
completely filled out in a neat, presentable manner and returned to the Job
Placement Center. There is a $5 fee if you are not registered with the
Placement Center. You may use your current resume and any ancillary
materials to support your candidacy during an actual interview.
COLLEGE PHYSICS PROBLEM SOLVING WORKSHOP
Sunday
Attention physics course teachers, if you commonly hear from your students,
"I understand the material, I just can't solve the problems!" then this
workshop is for you. The workshop will be held on Sunday, 6 November 1994
from 19:00 to 22:30 in Skyway Suite, second level, Hyatt Regency Hotel, and
will focus on the rationale for teaching structured problem solving in
cooperative groups, how to design appropriate group problems, and how to
structure groups for problem solving in an introductory physics course. We
have used cooperative group problem solving as the discussion section part
of the large introductory physics courses in a very research oriented
university. The instructors for these discussion sections were teaching
assistants who were typically first year graduate students. To obtain

COMPANION'S BREAKFAST
Monday
A complimentary continental breakfast, get acquainted, and information
session for companions will be held on Monday, 7 November 1994 at 9:00 in
the Lake Superior Room, fifth level, Hyatt Regency Hotel. A representative
from the Minneapolis-St. Paul Convention and Visitors Bureau will give a
presentation on local attractions and a representative from DayTours will
give a presentation on local tours.
TOURS OF MINNEAPOLIS
Tuesday and Wednesday
Two scheduled tours are available on Tuesday, 8 November, and Wednesday, 9
November 1994. On Tuesday "A Tale of Two Cities" tour will be available
from 9:00 to 12 noon for $13.00. On Wednesday the "Minneapolis Sampler"
tour will be available from 9:00 to 12 noon for $17.00. Attendees who have
preregistered for a tour by using the reservation form printed in the
October issue of "APS News" can pick up tickets at the DayTours tour desk,
near the DPP meeting Registration Desk, Nicollet Promenade, main level,
Hyatt Regency Hotel. A description of the scheduled tours and tour tickets
for on-site reservations can be purchased, on a space available basis, at
the tour desk. Payment must be made payable to DayTours, in cash, by credit
card, travelers check or personal check. All tours will depart from and
return to the Hyatt Regency Hotel. Full refunds will be granted if
preregistered cancellations are received by DayTours prior to 28 October
1994.
"PHYSICAL REVIEW" AND "PHYSICAL REVIEW LETTERS" DROP IN HOUR
Monday
A drop-in hour for "Physical Review" and "Physical Review Letters" will be
held on Monday, 7 November 1994, from 15:00 to 17:00 in the Lake Superior
Room, fifth level, Hyatt Regency Hotel. Editors from "Physical Review E"
and "Physical Review Letters" will be available to answer questions and
share concerns about the journals. All meeting attendees are welcome.
WOMEN IN PLASMA PHYSICS RECEPTION
Monday
A complimentary wine and cheese reception for Women in Plasma Physics will
be held on Monday, 7 November 1994 from 16:30 to 18:00 in the Mirage Room,
second level, Hyatt Regency Hotel. L. Vahala, Old Dominion University,
encourages open discussion on topics of interest to women in plasma
physics. All members of the Division are encouraged to attend this
reception and to participate in the discussion.
COMPUTER EQUIPMENT EXHIBIT
Tuesday
The DPP has arranged an exhibit of computer work stations and other
equipment and scientific software with vendors such as Hewlett Packard,
Apple, SUN and others in the Hyatt Center, main level, Hyatt Regency Hotel
on Tuesday, 8 November 1994 from 9:30 to 17:00. This exhibit is organized
by J. Rome, D. Post, and D. Ernie. In addition, R. Kelly, APS Director of
Journal Information Systems, will demonstrate the electronic publication
and communication initiatives of the APS.
HUMAN RIGHTS
Tuesday
The Human Rights Committee (J. Finn, chair) will have its annual meeting on
Tuesday, 8 November 1994 at 16:30 in the Skyway Suite, second level, Hyatt
Regency Hotel. At this meeting, a status report of human rights issues
concerning physicists throughout the world will be presented.
PLASMA SCIENCE AND TECHNOLOGY INITIATIVE TOWN MEETING
Tuesday
A community-wide dialogue is just beginning to consider options and
elements of a new Plasma Science and Technology Initiative. Your
participation in this "grass-roots" planning activity could lead to a
proposal for an intermediate-scale multi-agency initiative that would help
to revitalize plasma science and which would be important and innovative
science in the national interest. A town meeting will be held on Tuesday, 8
November 1994 at 17:30 in the Greenway Ballroom B-E, second level, Hyatt

FUSION OPEN HOUSE
Tuesday
The Minnesota public is invited to the Science Museum of Minnesota for an
"Open House" on Fusion Energy, to be held during the week of the Annual
Meeting in Minneapolis. This event was organized by S. Preische and R.F.
Heeter (Princeton University). Fusion and plasma physics exhibits will be
on display at the museum during the week. The public is also invited to a
series of short lay-level talks on fusion on Tuesday evening, 8 November
1994. The speakers will discuss fusion science, the present status of
fusion research, and future fusion initiatives in both magnetic and
inertial fusion. The speakers and topics are:

SEEP PROJECT
Wednesday
During the DPP Annual Meeting, the AIP Career Planning and Placement
Division will present a program for Students to Explore and Experience
Physics (SEEP). Sixth grade students will be selected from the Minneapolis
Public School District and will interact with college students of the
Society of Physics Students. SEEP is designed to heighten awareness and
interest in science as a future career. The SEEP program will be held on
Wednesday, 9 November 1994. SEEP is sponsored by the DPP.
AIP CAREER WORKSHOP
Wednesday
The AIP Career Planning and Placement Division has organized a Career
Workshop to be held on Wednesday, 9 November 1994 from 14:00 to 17:00 on
career choices in physics. Invited speakers will have practical information
on various topics, such as: 1. Job prospects: Present and future; 2. How to
present oneself in a resume; and 3. Traditional and non-traditional
positions for physicists. The workshop will be held in the Lake Superior

BUSINESS MEETING OF THE DIVISION OF PLASMA PHYSICS
Wednesday
The business meeting of the Division of Plasma Physics will be held on
Wednesday, 9 November 1994 at 17:30 in Greenway Ballroom B-E, second level,
Hyatt Regency Hotel. Reports will be given of actions undertaken by the
Division on issues important to our membership. New items of business will
be considered in the following order: (1) Motions which have been written,
together with any supporting arguments and received by the Secretary-
Treasurer, M.A. Sweeney, at the registration desk before noon on Monday,
November 7, or which were mailed by noon on Friday, 28 October 1994 (as per
the preceding announcement published in the 1994 August DPP Newsletter).
Copies of such material will be displayed on a bulletin board in the
registration area in order to give members reasonable notice in case they
wish to participate in the discussion and vote on such motions; (2) Motions
which have been written out and submitted to the Secretary-Treasurer prior
to the start of the business meeting; and (3) Other new business, not
included in (1) or (2).
HIGH SCHOOL PHYSICS TEACHERS DAY
Thursday
A High School Physics Teachers' Day will be held in conjunction with the
Division of Plasma Physics Meeting on Thursday, 10 November 1994 from 8:30
to 17:00 in the Lake Superior A Room, fifth level, Hyatt Regency Hotel. The
program is focused on the science and technology of plasmas and fusion
energy and is sponsored in part by the Education and Outreach Program of
The American Physical Society. As an organizer and speaker, D. Correll, a
fusion researcher from Lawrence Livermore National Laboratory, will give an
overview of fusion educational material and the status of inertial
confinement fusion as a potential source of energy for the nation. Invited
speaker, P. Heller, Professor of Curriculum and Instruction, University of
Minnesota, will present general issues of science education. The program
includes presentations by local high school physics teachers in the
Minneapolis area. R. Lopez and B. Schwartz, from the APS Office of
Education and Outreach Programs, will give guidelines on how to form
